THE PLAN IS NOW OFFICIALLY APPROVED

The Cape Cod Commission unanimously approved Bourne’s revised and updated Local Comprehensive Plan on December 5, 2019. That is the final step toward making the plan a legal document that sets forth a concise vision of what the people of Bourne want their town to be, along with specific goals, policies, and action items to attain that vision.

Several commissioners spoke positively about the success of Bourne’s original plan and expressed hope that it will entice other Cape towns to follow Bourne’s example.

The updated goals, policies, and action items of the Local Comprehensive Plans were overwhelmingly approved by the Special Town Meeting October 29th. The Cape Cod Commission staff had reviewed and approved the draft plan in the first step of the Commission’s certification process.

A question raised at the town meeting asked if there were any changes to the narrative portions of the plan. The entire document was not included in the warrant because the narrative is considered to be background information for which town meeting approval is not required by the Cape Cod Commission. Substantial revisions were made to the narrative, however, and several new sections added. All have been available on this site for many months.

WHAT IS A LOCAL COMPREHENSIVE PLAN?

The Local Comprehensive Plan addresses all of the most crucial and important issues facing the Town. For each issue area, it provides a concise one-page summary, a goal statement, three policy statements, and a list of key actions that the town can take to achieve its goal. The Local Comprehensive Plan does not delve deeply into any of the issue areas, but refers the reader to other issue-specific studies that do. It is intended to provide a general coordinated guide to how the town wishes to proceed into the future.

BACKGROUND

This site documents the progress of the Town of Bourne’s effort to revise and update its Local Comprehensive Plan. It is designed to be viewed on any computer, tablet, or phone, and will automatically optimize its layout for any screen size.

The Bourne Planning Board appointed a committee to oversee revision of the LCP. Committee members were Jeanne Azarovitz, Elizabeth Brown, Daniel Doucette, and Steven Strojny, who was Chairman.

The Town Administrator contracted with Community Planning Specialist Wesley Ewell to revise and update the LCP under the direction and review of the LCP Committee. Mr. Ewell established and administers this website as part of his contract with the town.
